CONSTRUCTION CHECKLIST

POOL, SPA & SPLASH PAD – CONSTRUCTION CHECKLIST

Review Utah Code R392-302 before preparing plan. Below highlights key requirements but may not include all info needed for approval.

One copy of the completed application.

Two copies (1 printed, 1 digital) of the detailed plans.

A wet stamp from a design architect or engineer is required.

Calculation sheet showing:

• System hydraulics: Total dynamic head, return loop loss, and max flow rate.• Drain & skimmer metrics: Main drain calculations and estimated flow distribution.

Water supply and plumbing must meet DEQ drinking water standards.

• All water and circulation systems must have backflow protection.• Water added to the pool or circulation system must enter through an air gap.

Must discharge wastewater (i.e. backwash) to a public sanitary sewer system.

• If no public sewer, an approved R317-4 alternative system is required.• Pool must connect to a sewer or wastewater disposal system through an air gap.• Non-wastewater may drain to green space if on-property; away from surface waters.

Pool/spa materials must be inert, non-toxic, and impervious.

Equipment must resist wear and deterioration (chemical, physical, mechanical).

Drain covers must be compliant with the Virginia Graeme Baker Act of 2008.

Pool must have an approved circulation, filtration, and treatment system per R392-302-16.

Disinfection & Chemical Feeders:

• Pools must be continuously disinfected and may not be batch-chlorinated.• Spas and interactive water features require electronic ORP chemical controllers.• Chemical feeders must feature a dual-method interlock (e.g., flow and power).

Pools shall be constructed with a pool shell that meets the requirements of R392-302-6.

• Vinyl liners: Must be bonded to the pool shell and at least 60 mm thick.• Pool shell: Must withstand emptying without support; earth/sand prohibited.

Pool floor slopes must be safe and uniform:

• Floor slope max 10% for water depths under 5 feet.• Depth over 5-ft require uniform, draining floor with max 1-3 slope (except scuba pools).

Pool interiors must be smooth, cleanable, non-abrasive, and slip-resistant.

• The pool shell surface must be of a white or light pastel color.

Pool walls must meet the requirements of R392-302-10.

Underwater ledges are prohibited.

Underwater seats and benches are allowed in pools so long as they:

• Are fully inside the pool perimeter, flush with the wall, and max 20″ below the waterline.• Measure min 10″–20″ deep by min 24″ wide, with a contrasting dark line within 2″ of the leading edge.

Diving Areas must meet the floor slope and depth requirements of R392-302-11.

“NO DIVING” markers: Min 4″, contrasting text/icon on deck near water.

• The spacing between each warning may be no greater than 25 feet.• Deck icon alone requires a visible “NO DIVING” sign (4-inch letters, half-inch stroke).

Steps, ladders, or recessed steps must be provided per R392-302-12.

• Handrails must be rigidly installed and removable only with tools.

A continuous, unobstructed deck at least 5 feet wide must extend completely around the pool.

• Obstructions: Min 5-ft clearance required behind equipment; other obstructions allowed case-by-case.• Deck must be non-slip, drain standing water, and cannot be wood.

Deck drains may not return water to the pool or the circulation system.

Barrier/fence must be at least 6 feet high, measured from the outside.

• Must be equipped with a self-closing and self-latching gate or door.• All gates for the pool enclosure shall open outward from the pool.

Depth markers: Required at max, min, and swim/non-swim transition points.

Depth markers required at 1-ft depth increments, spaced no more than 25 feet apart.

• Wall markers: Above waterline or within 2″ of coping (min 4″ numerals).• Deck markers: On the edge of the deck/walk next to the pool (min 4″ numerals).

All pools must be equipped with adequate safety equipment and post appropriate signage.

Adequate restrooms and at least one enclosed shower must be provided for each gender.

A minimum of two restrooms is required unless the total bather load is less than 25 persons.
